You could always band together with neighbors and reach out to your building management to give a key to the delivery service.
Another suggestion might be asking your delivery service to ring your buzzer when the paper promptly arrives, that way you can go and get it immediately.
You could also ask a nearby bodega or deli to accept it on your behalf. The deli is generally a great cooperative because they will usually get more business from holding this newspaper.
